This report uses a variety of existing data sources—along with interviews with state and local policymakers, K–12 and higher education officials, students, and citizens of Nevada—to explore the barriers that Nevada students face in their pursuit of postsecondary education. The study shows that many students—particularly those from low-income families and minority groups—are finding it difficult to gain access to and succeed in college.
This report explores the political economy that led to the first effort by the government in over a decade at rationalizing consumer electricity tariff. It also documents the efforts of Niti Foundation in engaging politically to pursue this reform.
This report, prepared by the Asiat Foundation for AusAID, explores the evolution of local governance in Nepal and its status in a post-conflict Nepal where the “politics of consensus” has eroded into the “politics of collusion” in the form of the All Party Mechanisms. A Guide to Government in Nepal: Structures, Functions and Practices is a study done by The Asia Foundation in Nepal with the Center for Study on Democracy and Good Governance, Kathmandu. Along with a detailed description of the architecture of Nepali government as it has evolved over several decades, the study provides an understanding of both de jure policies and legislations as well as corresponding de facto situations and practices. The study presents a descriptive assessment of the current structure, functions and practices of Nepali government, which can be a vital reference as elections to a new constituent assembly draw near and Nepal prepares to restructure into federal form.
This report develops a comprehensive typology of the benefit-sharing mechanisms that have evolved in Nepal over the last four decades and critically analyses each of these mechanisms in terms of what works and what doesn’t and what can be done to fine-tune these mechanisms to better suit local communities
This paper examines the Niti Foundation’s unique experiences in engaging politically in the hydropower sector to achieve specific reform outcomes, as well as improve the inclusiveness and sustainability of the policy-making process in Nepal. Despite promising progress, the Niti Foundation’s candid reflections also provide a sobering reminder of the deeply entrenched nature of ‘wicked’ policy problems in Nepal. By drawing insights from the Niti Foundation’s experience working in this sector, Niti hopes that its reflections can contribute to the larger discourse on innovation in the development industry – especially as donors attempt to engage more effectively in supporting policy reform.
